It seems like it will be in some ways. There is vehicular combat, which is one of the main systems of the game. And much like twisted metal, this has specific characters and the character you choose will have a specific vehicle that goes with them with it's own power. It is a cartoony game though so the violence and gore of twisted metal will not be present, obviously. Also supposedly playing on your feet once your vehicle is destroyed will be as important as playing in your vehicle, or at least a very important part. That is the main way it will differ from twisted metal, but I'm pretty sure you can use your time on your feet to work your way up to getting your vehicle back.
