This Game of the Year Edition includes the acclaimed Fallout 3 game as well as its five DLC packs -- The Pitt, Operation: Anchorage, Broken Steel, Point Lookout and Mothership Zeta.

The game of the year edition should have come with two disc, one for the base game and the other with the downloads for the dlc. After they're downloaded only one of those disc allows you to play the game and the dlc's, assuming you're on the Xbone.
Fallout 3 is backwards compatible on the Xbox one. You do not have to buy a separate game.
If your asking if it can be played on xbox one then yes it can but if your asking if it can be played on the xbox original then no.
So to be able to play the dlc you want to put in the 2nd disc and leave it in the Xbox and you should be able to play the game with its dlc
