 If it’s wireless you need to put batteries in it if it’s not wireless just plug it in and it should work. To Turn on your remote to hold down the large round button in the center with the X on it until it lights up that will turn on your Xbox And controller.

I can use the controller to turn my 360 on, but it won't select a player or perform any additional actions. Does anyone have any advice? The ring on the controller stays lit for all four players.

The Breakaway cable is connected on the top by the headset port. If it is even a little loose, the controller won't turn on. I had that problem at first too.
