Somewhat. At night, without some external light source, you'll have trouble seeing anything. Turning on a lamp helps, but since there is no screen backlighting, you may get a glare. Sometimes playing outside in the sun you will also get a glare and find it difficult to see. Ideal lighting conditions are in a well lit room. You can still play in other lighting conditions, just may be a little dark or some glare.
The main difference is that the GBA uses AA batteries instead of a rechargeable battery and the screen does not have backlighting meaning you'll get more glare from sunny environments and can't play at all in dark environments without some external light source. So I would say paying more for the SP is worth it. However, if you just want the most affordable handheld, then the GBA plays all the same games!
