No it is not.
It depends...the triology I think technically when new comes with all the DLC for ME1 2 and 3 BUT if I remember correctly several of the DLC pieces are via redemption codes for ME2 and ME3 that came with game on a card. If you don't get the card or the codes are already used, you'll have to purchase them seperately. There may have been like 1 level of all the DLC that wasn't included. Compare this to like PC versions, the PC versions of the triology you tend to have to buy everything regardless, the last time I checked the PC version DLC's were never bundled together for ME2 or ME3 of the triology.
