It was an issue on steam years ago with credit card fraud. So your unable to buy steam cards digital for more than 20$ i believe, and even in stores you cannot buy more than 100$ on a physical card unless you use separate payments.

oh yes... i hope your joking, but this card is to be redeemed on steam's website or app so that the person who bought the card and redeemed the cash can purchases games or apps off of the application/website.
