Immediately out of the box it made a rattle noise, like a part inside was loose or broken. When I plugged it in and turned my Xbox on the fan inside the ac adapter was so loud you could hear it from the next room.

Means it’s broken, get a refund ASAP. Just bought it from a store in person, went home and plugged it in within the same 20 mins. It’s the power box itself— even using a different AC wire I use for my PlayStation 5 had the same effect with the solid red, occasionally green flashes with the clicking sound. Do not buy this product— save yourself the hassle.

Unfortunately no, if you're not using the box what I normally do is unplug it because the fan will continue to run to keep the power system cool. It also uses electric when left on. Try a power strip with a switch so it turns the whole system off. Also be sure to clean the vents on the box or it'll collect dust inside and clog it up, once you hear a rattling or whistling sound that usually means it's clogged.
