I bought this game about a week ago, and i have beaten it. The storyline is terrible, the driving is unrealistic, the on-foot action, is mediocre at best. This can't possibly compete with Grand Theft Auto. The Only GTA game i played was San Andreas and it owns this game. Its a good game. I liked it. The only thing I'll say is that I do not like the actual undercover follow the storyline part. Play Take a Ride. What you do here is run around shooting people and taking their cars. It so much more fun. Since us PlayStation 2'ers can't get Grand Theft Auto we can deal with this.
